Understanding the 2024 Regulations on Parrot Ownership

Zooplus DE

The latest regulations for parrot ownership in 2024 specify that, while budgerigars (also known as parakeets), lovebirds, and cockatiels can be kept without special permits, all other larger parrot species require a captive breeding and permit license for legal possession. It’s important to note that even with the three permitted species, keeping large numbers, transporting, or selling them may lead to investigation. To ensure legal parrot ownership, it's essential to obtain a "Wildlife Domestication and Breeding License".

Since December 18, 2020, the "Guiding Opinions on Punishing Crimes Related to Illegal Wildlife Trade" issued by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, and the Ministry of Justice, has indicated a more lenient approach to individuals breeding larger, artificially bred parrots. Cases may lead to lighter sentences or even non-prosecution, showcasing a more humane approach within the criminal law. However, it is still crucial to comply with the "Criminal Law of the People's Republic of China" regarding the legal and responsible ownership of parrots.

The Three Parrot Species Legal to Own in 2024

1. Budgerigar (Parakeet)

Budgerigars are one of the most common parrot species worldwide. Their playful and adorable nature, coupled with their affordability, makes them very popular. They are also easy to care for and breed, making them a legal and common pet.

2. Lovebird

Lovebirds, known for their strong pair bonds, are one of the smallest parrot species. The deep bond they form with their mates is admired, and their ownership is legal, which contributes to their popularity among pet owners.

3. Cockatiel

Cockatiels are the most common medium-sized parrots. They have an elegant appearance and are very popular pets. Their legal ownership also makes them a popular choice for many parrot enthusiasts.
